It is the responsibility of the importer or importer’s agent to arrange for the provisions of any health certification or testing additional to that required by Timor-Leste Quarantines and must nominate a person who can be contacted by SQTL quarantine of ficers and who will be responsible for ensuring that all import requirements are met. The importer may be charged for services provided by the Timor-Leste Government and will not be compensate the importer or agent for any losses in curred while animal is under quarantine. All imported animals must undergo a post-arrival quarantine (PAQ) on premises approved by Timor-Leste quarantine under the supervision of an Official Veterinarian, for a minimum period of 14 days. During PAQ animals may be subjected to any other testing or treatment prescribed by Timor-Leste Quarantine at the importer’s expense. If any animal fails a test or shows signs of disease, that animal and any or all other animals in the PAQ premises may be detained in quarantine for further testing and/or observation or exported at the importer’s expense, or destroyed without recompense.

Each consignment of animals must be accompanied by a valid import permit

issued by the Timor-Leste quarantine service for the importation of live animals into Timor-Leste. Note: All animals must be shipped to the importer care of the SQTL.

Requirements are based upon rabies status of export country. Showed no clinical sign of rabies within 48 hours of shipment; and Originated from a country free from rabies; OR Were vaccinated with an in activated virus vaccine against rabies: not less than 6 months and not more than 1 year prior to shipment in the case of a primary vaccination, which should have been carried out Were subjected not less than 3 months and not more than 24 months prior to shipment to a neutralizing antibody titration test, and that their serum contained at least 0.5 IU/ml.

The vehicle (compartments of the aircraft or vessel that will transport the animal), Crate, or boxes for transport of an animal must be clean and disinfected prior to loading the animals.

During transport of the animals, animals can have NO CONTACT with other animals not of the same certified health status. All regulations for the containers and transport of the OIE Code and IATA LAR regulations must be followed unless agreed upon by the East Timor Quarantine. The use of hay or straw for transport by air is not permitted. Treated wood shavings, sterilized peat and soft board may be used.

Rabies and vaccinations

The Animal for export must show no clinical sign of rabies within 48 hours of shipment and be from an country free from rabies OR were vaccinated with an in active virus vaccine against rabies no less than 6 months and not more than 1 year prior to shipment in the case of a primary vaccination, which should have been carried out when the animals were at least 3 months old OR not more than 1 year prior to shipment in the case of a booster vaccination; and were identified by a permanent mark before the vaccination (their identification number shall be stated in the certificate); and were subjected not less then 3 months and not more than 24 months prior to shipment to a neutralizing antibody titration test, and that their serum contained at least 0.5 IU/ml.

Depending on the region or country of export each animal should have a vaccination against specific disease agents reduces the risk that the animals sourced from in fected regions become in fected and/or show signs of disease.

Tests and treatments

All tests for disease must be carried out at exporting government approved laboratory. Dates of collection for tests and types of diagnostic tests must be recorded on the Animal Health Certificate. Rabies antibody titrations test must be performed for the animal not more than 1 year prior to shipment in the case of a booster vaccination; and were identified by a permanent mark before the vaccination (their identification number shall be stated in the certificate). The test is not less than 3 months and not more than 24 months prior to shipment.

All animals should be treated for in ternal and external parasites during 14-day PEQ. Animals must be treated with a broad spectrum anthelmintic and an approved parasiticide effective against external parasites within 7 days prior to export.

Health certificate and permits

All animals should be in spected by an Official Licensed Veterinarian during PEQ just prior to export. The Official Veterinarian must be a civil service veterinarian or specially appointed veterinarian as authorized by the government of the country of export to perform animal health and or public health in spections. Animals must be free of diseases, in ternal and external parasites and be fit to travel. Final in spection should occur within 48 hrs. before leaving the PEQ of the exporting Country. The certificate must be in a language understood by the certifying of ficial veterinarian and must be stamped on each page with the of ficial stamp.

Each Animal must have a valid import permit issued by Timor-Leste Quarantine Service for the Importation of Live Animals. All animals must be shipped to the importer care of the SQTL.

Quarantine

Quarantine Requirements

Pre-export quarantine:

Pre-export quarantine (PEQ) isolates animals to be exported from other susceptible or in fected animals reducing the risk of disease transmission. PEQ also provides an opportunity for more rigorous observation, veterinary in spection and disease diagnosis and treatment to detect and resolve transient in fections during PEQ. Hence, the risk of exporting animals while they are in fected is lessened.

Post-arrival quarantine:

The benefits of post-arrival quarantine (PAQ) are equivalent to those of PEQ. PAQ isolates imported animals from other susceptible animals reducing the risk of disease transmission. PAQ also provides an opportunity for observation, disease diagnosis and treatment. These observations and in terventions generally reduce the likelihood that significant disease agents remain undetected before animals are released from PAQ. In addition, transient in fections may be resolved during PAQ. In both situations, the risk of releasing in fected animals is lessened.

All Live animals for export to Timor Leste, before being exported, should undergo PEQ for minimum of 14 days during which veterinary in spections and treatments will take place and ensure that the animals are free of disease prior to transport. On arrival in Timor – Leste, all animals should undergo PAQ at an approved quarantine station for minimum of 14 days allowing further opportunity for observations and disease diagnosis to further reduce risks associated with importation. In the event of an animal arriving in Timor-Leste without the correct certification, or in any way not having met all requirements, the animal may be retained in quarantine, and either returned to the country of origin or destroyed without recompense.

Customs, agents, and airports

Highly recommended. While the shipper does not have to be physically present in Timor Leste during customs clearance, we must present a copy of his or her passport to the Timor Leste government at the time of clearance. Also, should any issued arise, it is best if the shipper is in-country to assist.

Dili Airport (IATA: DIL, ICAO: WPDL), of ficially Presidente Nicolau Lobato International Airport. When East Timor became in dependent in 2002, control of the airport was handed over to the new government of East Timor, and the airport was also renamed, after Nicolau dos Reis Lobato, Flights are limited as is the type of aircraft that can arrive.

Dili is well-connected in ternationally with direct air services daily from Denpasar (Bali), Darwin (Australia), and Atambua and Kupang (West Timor). The airlines that run these flights are Air North, Air Timor and Citilink. Other means of transportation throughout Timor Leste can be found HERE.

All Animal must be consigned directly to Timor-Leste.

Export notes

The Veterinary Authority of the exporting country will be required to provide an Animal Health Certificate signed by an Official Veterinarian that certifies that the conditions of importation (application of risk management measures) have been met by the exporting country. The OIE has developed guidelines for the approval of countries for the export of live animals and animal products. These OIE guidelines are to be used when arranging certificates for import if livestock into Timor - Leste.
