The order matters more than the effort: a rabies vaccination given before the microchip was implanted does not count in most regimes, and a titer test drawn too early restarts a waiting period. More than two pets per owner will be considered as commercial shipment. For the cats and dogs no need to write any reference, but for the other pets such as parrots, crocodiles, hedgehogs etc, a reference should be filled in, after the declaration should be issued and the owner should pay taxes. The cost depends on the value of the breed.

If moved for selling purposes or other than keeping pet. More than two pets per owner will be considered as commercial shipment.

The Vet Certificate should be issued 2 days before the flight.

Rabies and vaccinations

Yes, all carnivorous animals must be vaccinated against rabies.

The import of animals vaccinated with a vaccine providing protection against rabies for 3 years is allowed, provided that a veterinarian confirms that the duration of immunity has not expired, or with laboratory confirmation that the rabies immunity titer is at least 0.5 IU/ml. In other cases, laboratory confirmation of rabies immunity titer is not required.

Please note that the import of unvaccinated kittens and puppies under the age of 3 months against rabies is only allowed with a veterinary certificate in the form of No. 15.

It is not allowed to import or move non-vaccinated fur animals, dogs, and cats against rabies; (paragraph in troduced by the decision of the Board of the Eurasian Economic Commission dated 25.12.2012 N 307) - foxes, minks - against carnivorous plague; - minks and ferrets - against carnivorous plague, viral enteritis, pasteurellosis; (as amended by the decision of the Board of the Eurasian Economic Commission dated 25.12.2012 N 307) - nutrias - against pasteurellosis; - dogs - against carnivorous plague, hepatitis, viral enteritis, parvo- and adenoviral in fections, Decision of the Customs Union Commission dated 18.06.2010 N 317 (as amended by Dec. 05.12.2017)

Vet Certificate is needed. It should be issued by the Governmental Veterinary Body. The Vet Certificate should be issued 2 days before the flight.

Quarantine

The movement of dogs and cats for personal use within the territory of the Eurasian Economic Union is allowed, in quantities of no more than 2 animals, without quarantine, accompanied by the veterinary passport of the animal in accordance with Appendices No. 2 and 3. The passport must contain notes in dicating that the animal has been vaccinated in accordance with these Requirements, and any subsequent rabies vaccinations have been administered during the validity of the preceding vaccination. Within 5 days before the start of the movement, a clinical examination of the animal must be carried out and the corresponding entry must be made by a veterinarian in the passport, giving the right to move the animal for 120 days, provided that the period of vaccination (revaccination) against rabies does not expire during this period (part in troduced by the decision of the Board of the Eurasian Economic Commission No. 307 of 25.12.2012, as amended by the decisions of the Board of the Eurasian Economic Commission No. 294 of 10.12.2013, No. 160 of 08.12.2015)

If the pet is in cluded in the Red Book, it is not allowed to be imported. If the pet is special one a permission should be obtained.
