The order matters more than the effort: a rabies vaccination given before the microchip was implanted does not count in most regimes, and a titer test drawn too early restarts a waiting period. Mongolia is a country located in East and Central Asia, it is surrounded by Russia in the north and China in the south. Because Mongolia is in Asia, transit countries on the way can impose extra live-animal rules even when the destination file looks straightforward. There are different sets of documents. If there are more than 2 heads per owner move will be considered as commercial.
Commercial move is considered if pets transported for selling and not for private use.
There may be differences connected with origin for example for birds. Origin will be checked and certain vaccinations/ quarantine may be required based on same.

Rabies and vaccinations
Rabies vaccination is a must.
Mongolia is not rabies free country it is recommended to have yearly vaccination record.
Rabies vaccine is a must, should be done not earlier then 21 days upon arrival to Mongolia and not later than 1 year.
Dogs must be vaccinated against rabies (quarantine after vaccination before travel - 21 days) and leptospirosis, as well as against distemper, enteritis, hepatitis, adenovirus and parainfluenza.
Cats should be vaccinated against rabies and viral diseases: calicivirus, rhinotracheitis and panleukopenia.
