The detail

Romania is filed with the European Union grouping, so Regulation (EU) pet-movement rules may apply alongside any national remarks below. Recommended Airport: Airport Bucharest – Otopeni (OTP). The same as for the rest of EU countries (15 weeks if origin country is low rabies risk / 7 months if high risk country – 90 days waiting time after RNATT).

Import requirements

Entering from EU member states and rabies-controlled countries:

Minimum age at import is 15 weeks (rabies vaccination received at 12 weeks of age + 21 days waiting time)

Entering from high-rabies countries:

Minimum age at import is 7 months

21 days waiting time applies after the first rabies vaccination is administered.

Need International Health Certificate or EU Pet Pass Port.

Titer (FAVN) test required if entering from a High rabies country.

Personal pet move is considered when the pet/ pets (maximum 5 heads) travel within 5 days with the owner.

Commercial move is considered when pet does not travel within 5 days with its owner or if more than 5 pets / AWB

Entering from high-rabies countries:

Minimum age at import is 7 months

Identification and microchip

All dogs, cats and ferrets must be microchipped with an ISO 11784/11785 compliant 15 digit pet microchip.

Rabies and vaccinations

All dogs, cats and ferrets must have valid vaccination against rabies which was administered after microchip was implanted.

All dogs, cats and ferrets must have proof of a current rabies vaccination administered after implantation of microchip.

Tests and treatments

Rabies Titer (FAVN) test required if entering from a High rabies country. Titer test can only be administered after a minimum waiting time of 30 days after the primary/booster rabies vaccination, in an EU approved laboratory.

If test results are acceptable (at least or equal to 0,5 IU/ml), 3 calendar months of waiting time applies from the date of the blood sample was taken.

Required ( health certificate for the non-commercial movement into a Member State from a territory or third country of dogs, cats or ferrets in accordance with Article 5(1) and (2) of Regulation (EU) No 576/2013)

No import permit needed

Quarantine

No quarantine for cats or dogs.

Quarantine is required for birds (no approved facilities for the moment). The facilities exist at BIP OTP but still not approved.

Valid veterinary health certificate and up to date vaccination book/EU pet passport/proof of vaccination must accompany the animal (+rabies Titer test if required).

Do not send commercial shipments of pets as cargo on a direct flight which have OTP as the first stop in European Comunity. This is because the vet BIP in OTP cannot do the entry in spection and issue the necessary documentation as they do not have the of ficial approval from the European Comission. The commercial shipments have to entry into EU via an approved European BIP (as FRA, AMS, LHR, CDG, PRG, WAW, ZRH, FCO)
