Paraguay is a landlocked country between Argentina, Brazil and Bolivia. The only port of entry for travelers with pets is Silvio Pettirossi International Airport. 3 months (special permission may be granted for younger – see under Rabies section).

To transport pets in ternationally, you must comply with the Entry Requirements for Pets and all the health guarantees established by MERCOSUR Resolution No. 17/15 "Zoosanitary Requirements of the States Parties for the Entry of Pets (Domestic Canines and Felines).

With the arrival of the pets at the point of entry into the country, the International Veterinary Certificate (CVI) must be presented to the SENACSA veterinary in spector for documentary and health approval of the animal.

The export certificate must be notarized by consulate of Paraguay at the origin country, except Mercosur countries which need in stead to be notarized by Ministry of Foreign Affairs.

Only domestic canines and felines are considered pets. In addition, it will be considered a companion when the number of animals does not exceed 5 (five). From 6 (six) it will be considered a commercial consignment and the import rules for live animals will apply.

The country or zone of origin that complies with the provisions of the Terrestrial Code of the International Organization of Epizootics (OIE) to be of ficially declared free of Rabies, even if it does not have an of ficially approved vaccine, will be exempt from the application of the vaccine. In this case, the State Party of destination must recognize said condition and the certification of the free country or zone must be in cluded in the certificate.

Birds, in vertebrates, tropical fish, reptiles, amphibia, mammals such as rodents and rabbits are not subject to requirements of rabies vaccination but may have to meet other requirements and should have a health certificate to enter Paraguay. Pet owners are strongly advised to seek further in formation from the relevant authority of their country and/or that of the country of destination.

Make sure the health certificate is translated into Spanish in addition to the original language depending on export country.

Identification and microchip

Pets must be microchipped for identification purposes. Microchip must comply with ISO 11784 Standards or with Annex "A" of Standard 11785. Likewise, the anatomical region of location of the transponder must be specified in the CVI / Health Certificate.

Rabies and vaccinations

Animals over ninety (90) days of age must enter immunized against Rabies, having used vaccines authorized by its Veterinary Authority in the country of application.

Date of rabies vaccination must be at least 30 and 360 days at most before date of departure. This requisite is only required for cats/dogs over 3 months of age.

In the case of animals primary vaccinated against Rabies, the shipment from the Exporting Country must be authorized once twenty-one (21) days have elapsed since the application of said vaccine.

Animals under three (3) months of age may be admitted to enter when:

That they have not been in any property where any case of urban rabies has occurred in the last ninety (90) days, based on the owner's declaration and/or of ficial epidemiological in formation.

Pets must be vaccinated for rabies and other diseases between 30 days and 12 months prior to entering the country. Core vaccinations for dogs and cats recommended or required in the exporting country should be up to date and recorded in health certificate.

Tests and treatments

A rabies titer test is not required to enter Paraguay from any country. Additional tests not required.

The CVI / health certificate must in clude data on current immunizations against diseases. Likewise, the veterinary treatments applied to the animals in the last three (3) months must be recorded.

The animal must be subjected, within fifteen (15) days prior to the date of issuance of the CVI, to an effective broad-spectrum treatment for in ternal and external parasites, using veterinary products approved by the Veterinary Authority of the Exporting Country.

Health certificate and permits

The animal must be subjected, within ten (10) days prior to the date of issuance of the CVI, to a clinical examination carried out by a veterinary professional registered in the Exporting Country, which certifies that said animal is clinically healthy, without evidence of parasitosis and that it is suitable for transfer to the State Party of destination.

Dated not before than 10 days prior to departure date and issued by the of ficial health authority of the country of origin (Example: USDA in the United States).

This certificate must be written in or translated into Spanish and must contain:

a. Owner´s name and address

b. Animal´s data: breed, sex, birth date, size, color and particular signs.

c. Country of origin and transit points, if applicable.

d. Statement: "the animal has been examined within 10 days before departure date, not showing any clinical signs of diseases.

Make sure to add the microchip in formation to health certificate and all documentation.

Quarantine

All animals that comply with all requisites will not be put into quarantine.

Paraguay does not publish a list of banned breeds.

No entry of animals previously diagnosed with Leishmaniasis.

Documents required for general imports in clude a banker’s draft or letter of credit issued by a local bank as well as the following documents provided by the merchandise vendor: (a) commercial in voice, (b) bill of lading, (c) packing list, and (d) certificate of origin.  Paraguay requires that specific documentation for each import shipment (e.g., commercial receipt, certificate of origin, and cargo manifest) be certified by either the Paraguayan consulate in the country of origin or, subject to payment of a fee, at the Ministry of Foreign Affairs in Paraguay.

Import operations must be processed through authorized banks with notification to the Central Bank of Paraguay.

Pets can enter in the cabin, as checked baggage or cargo. Upon arrival, you will present the documents and the Veterinary of ficer stationed at the entrance port will stamp them. All pets must be free of evidence of disease communicable to humans when examined at the airport. If not in apparent good health, further examination by a licensed veterinarian at your expense.

Steps for the exit of pets from the territory of Paraguay:

SENACSA is responsible for issuing of ficial veterinary certificates to transport pets abroad. You must also fulfill the requirements for your destination country.

Request the issuance of an International Veterinary Certificate (CVI) at the Health Certification Department of SENACSA. This form (filled out on a computer) must in clude data regarding the owner, the animal, address of origin and destination, place of departure from the country and entry into the country of destination. Attach a copy of the applicant's identity document.

Present a Certificate of Clinical Inspection, made by computer, issued by a Private or Official Veterinarian, with Professional Registration from the Ministry of Agriculture and Livestock (RP –MAG). The animal must undergo Clinical Inspection within 10 (ten) days prior to the issuance of the CVI. The veterinary office or veterinary clinic must be authorized by SENACSA, if applicable.

Anti-rabies vaccination will be required for animals over 3 (three) months of age with a validity of no more than 1 (one) year. When it comes to animals primary vaccinated against Rabies, shipment from the Exporting Country must be authorized once 21 (twenty-one) days have elapsed since the application of said vaccine.

Other pets / CITES / extra rules

If your pet is not a dog, cat or ferret, and especially if it is a turtle or parrot, you should verify that it is not protected under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). You will need to apply for additional permits if this is the case.

In the event of arrival at a point of entry an animal that does not comply with the health requirements, the Veterinary Authority of said State Party may adopt the sanitary measures that it considers appropriate to safeguard its condition.

Expenses and/or losses of any kind, resulting from partial or total non-compliance with the terms of this Resolution, will be borne by the owner/person responsible for the animal.
