Where this fits in the timeline. The order matters more than the effort: a rabies vaccination given before the microchip was implanted does not count in most regimes, and a titer test drawn too early restarts a waiting period. The regulation that regulates the conditions for the non-commercial movement of pets is the Rulebook on the Conditions for the Non-Commercial Movement of Pets. Non-commercial movement of pets is, in the sense of this Ordinance, any movement of up to five pets accompanied by the owner or an authorized person, which are not in tended for sale, transit, or import into Montenegro.
Pets - dogs, cats can move non-commercially (up to 5 pets, not younger than 3 months) if:
• are identified in the prescribed manner;
• they are accompanied by a passport;
• have been vaccinated against rabies;
• are older than 12 weeks on the day of vaccination;
• 21 days have passed since the day of vaccination in the case of the first vaccination against rabies;
• a rabies antibody titration test was performed 30 days after the date of vaccination and at least three months before the date of non-commercial movement;
• were treated against Echinococcus multilocularis in the prescribed manner when entering or leaving Montenegro;
• they are accompanied by a veterinary health certificate.

Rabies and vaccinations

Tests and treatments
Needed when pet come from, or are scheduled to transit through, a territory or third country other than those listed in Annex II to Commission Implementing Regulation (EU) No 577/2013
Echinococcus treatment is required. Pets must be treated for in ternal parasites by a veterinarian before entering Montenegro and should be in spected before traveling.
Health certificate and permits
Health certificate must be completed by a licensed veterinarian and endorsed by Government agency at the country of origin not more than 10 days old at time of import in Montenegro.

Pets can enter in the cabin, as checked baggage or air cargo. All domestic dogs and cats must be free of evidence of disease communicable to humans when examined at the entry airport. If your dog or cat is not in apparent good health, further examination by a licensed veterinarian may be required at your expense.
