Where this fits in the timeline. The order matters more than the effort: a rabies vaccination given before the microchip was implanted does not count in most regimes, and a titer test drawn too early restarts a waiting period. The detail
Lithuania, of ficially the Republic of Lithuania, is a country in the Baltic region of Europe. Because Lithuania is in Europe, transit countries on the way can impose extra live-animal rules even when the destination file looks straightforward. Minimum 15 Weeks.

FROM EU MEMBER STATE: microchip, pet passport, valid anti-rabies vaccination
FROM NON-EU MEMBER STATE: microchip, with valid ant-rabies vaccination, with veterinary health certificate, which in cludes signed declaration of the owner or the natural person who has authorization from the owner that animals are not subject to commercial movement, passport, owners or authorized natural person`s declaration in the case of transit and rabies antibody titration test (only from risk countries)

"Non-commercial" Health Certificate
- You should use the "non-commercial" health certificate if you or a *designated person* is traveling within 5 days before or after your pets, and 5 or fewer pets are traveling.
- Though uncommon, you can also use the "non-commercial" for 6 or more pets traveling to the EU for specific events like competitions, exhibitions, or sporting events.
- The "non-commercial" health certificate is valid for 30 days *after* the Accredited Veterinarian issues it.
- The USDA must endorse the completed health certificate within ten days of arriving in the EU. See STEP 3 below for more in formation on the endorsement.
Declaration: The final page of the EU Health Certificate contains a Declaration that must be completed and signed by the pet owner or *designated person* before the pet travels to the EU. The Declaration *must* accompany the pet and health certificate to the EU.
- Note: You may use the “non-commercial” EU health certificate to travel within the EU for up to 4 months as long as your pet’s rabies vaccination does not expire. If you take your dog to Finland, Malta, Ireland (in cluding Northern Ireland) or Norway after entering the EU, your dog must be treated for tapeworms by an EU veterinarian 1-5 days before entering those countries.
"Commercial" Health Certificate
- You must use the "commercial" health certificate if you or a *designated personcannot* travel within 5 days of your pet, or you are traveling with 6 or more pets.
- The "commercial" health certificate must be issued by an Accredited Veterinarian and endorsed by the USDA within 48 hours of departing the U.S. with your pet.Designated person is a family member, friend, or other person authorized by the owner to travel with the pet.
Identification and microchip
Your pet must have a working microchip before getting its rabies vaccination for travel to the EU, and your veterinarian must always scan the microchip before giving your pet a rabies vaccination.
The animal (dog, cat or ferret) has to be identified by a tattoo if it had been made before 3 July 2011 or a microchip.
Microchip requirements are set out in Annex II to Regulation (EU) No 576/2013.
Rabies and vaccinations
A dog, cat or ferret can be moved to another country only provided that it has been administered primary or booster vaccination against rabies and at least 21 days have passed from the vaccination.
- If the immunization is active (i. e. the booster is not yet required) the 21-day period shall not apply.
- The date of vaccination against rabies must not be earlier than the date of microchipping.

Tests and treatments
Rabies antibody titration test from other Non-EU countries (high – risk countries)
The animal must also have undergone a blood test at least 30 days after rabies vaccination to confirm a neutralizing antibody titration at least equal to 0.5 IU/ml. The pet may enter Lithuania only when at least 3 months has expired since a successful blood-test; The pre-entry rabies antibody titration test shall be performed in a approved rabies serologylaboratory.
