Where this fits in the timeline. The order matters more than the effort: a rabies vaccination given before the microchip was implanted does not count in most regimes, and a titer test drawn too early restarts a waiting period. In practice Rabies blood test is not required for entry. Per the Ministry of Agriculture Requirements published in 2009 (have not been updated since then) the test for titer of the anti bodies with at least or equally with 0,5NJI/ml in a sample taken by authorized veterinarian, at least 30 days from the latest vaccination, and three months from the movement is required for animals originating from countries which are not listed in a Part II of this administrative in struction shall be marked as brought in article 4; point 1.2 of this administrative in struction shall be subject to the test for titer of the anti bodies. Keep in mind these requirements have not been updated and in practice a Rabies blood testis not required for direct import in Pristina/Kosovo. For import in Sofia, Bulgaria then road delivery to Pristina, the EU import requirements will apply meaning a 3 months old RNATT will be required for pets originating from a country which is NOT listed on Annex II to Regulation (EU) No 577/2013

Rabies and vaccinations
Animals must be vaccinated against rabies at least 30 days earliest prior entering in the territory of the Republic of Kosovo and the vaccine should be no more than 1 year old.

Tests and treatments
Testing not required to enter Kosovo from any country; however, as Kosovo is classified as a high-rabies risk country, this test may be required for your pet to return to your country, so it is advised to travel already with this test.
Ministry of Agriculture Requirements
Dogs and cats should be treated for Echinococcus 30 days before import in Kosovo. The treatment should be done with Praziquantel or Epsiprantel.
Health certificate and permits
Pet animals shall be accompanied by veterinary certificates, issued by authorized veterinarian within 10 days of travel. There is a special template, link listed below under GOVERNMENT FORMS, however if the pet is being imported via Sofia, then this si not required, the pet should be imported in Sofia on a EU HC and if the Governing Authority at origin is willing, they can also arrange any template of general International HC to Kosovo.

Customs, agents, and airports
Highly Recommended.
Airport for pets arriving (being imported) as accompanied luggage or as AVI manifest cargo is PRN, Pristina, or alternatively import in Sofia, Bulgaria, then road transport to Albania. PRN airport does not accept pets as AVI for export thus export is arranged via Sofia, Bulgaria.
For arrival of pets as AVI cargo entry point is PRN, Pristina airport, if you manage to find an airline that will accept the pet as AVI into PRN. Import customs clearance may last 3-5 hours and a pre notice must be given.
- Border health and veterinary in spectors (Food & Veterinary Agency – AUV/FVA) at the border in spection points (in cluding PRN) operate on working days Monday–Saturday from ~08:30 to ~16:30 for phytosanitary and border control tasks. This typically in cludes veterinary in spection activities for agricultural/quarantine controls at the airport.
Kosovo regulations on live animal imports (border crossings in cluding Pristina Airport) in dicate that veterinary in spections for live animals are normally conducted daily between ~08:00 and ~20:00.
Export notes
No airline accepts pets to fly as AVI cargo for export from PRN airport. The pet must be delivered via road to Sofia, Bulgaria, then flown from there. As Kosovo is not a listed country for direct export of pets to the EU, dogs, cats and ferrets will require 3 months old Rabies blood test and an EU health certificate in order to enter Bulgaria. Alternatively, if the pet has an EU pet passport issued in the EU member states, then border control/customs will not require 3 months old RNATT as it will consider that pet as if originating from the EU. The dog/cat/ferret for export from Kosovo should have a pet passport/vaccination records
Documents requirements for export customs clearance of dogs and cats via Bulgaria:
· Pet's passport / vaccination history - in cluding up to date vaccines (rabies vaccine has to be not less than 30 days and not more then one year old)
· ISO standard Microchip - implanted prior to or on the same day as the last vaccine against Rabies
· 30 days after Rabies vaccination a Rabies blood test has to be arrange and Rabies blood test (RNATT) Certificate obtained
- the test must be carried out on a sample collected by an authorised veterinarian at least 30 days after the date of vaccination and not less than three months before the date of movement;
- the test must measure a level of neutralising antibody to rabies virus in serum equal to or greater than 0,5 IU/ml;
- the test must be performed in an approved laboratory.

Other pets / CITES / extra rules
No info on CITES. Yet to be determined. There is a signed memorandum of cooperation to improve and advance the legal and policy-making framework for the illegal trade in wildlife in 2022, but they yet plan to take other concrete steps and expect concrete actions from other relevant in stitutions to prevent the captive of wild animals and their illegal and uncontrolled trade.
