Import requirements

15 weeks. Pet must be vaccinated and wait 21 days before entry. (12 weeks +21 days)

If from high-risk country, if pet was vaccinated against rabies at the age of 12 weeks, and antibody titration test was determined on 30th day after vaccination, the minimum age on the animal when traveling to Estonia could be 7 months (12 weeks + 30 days + 3 months).

Puppies, kittens and ferret kits, which have not been vaccinated against rabies ore whose vaccination is not yet valid, may travel to Estonia only from other EU member states (incl. Northern-Ireland, Andorra, Switzerland, Faeroe Islands, Gibraltar, Greenland, Iceland, Liechtenstein, Monaco, San Marino, Vatican and Norway) and only under certain conditions. Please see link.

Additional requirements from counties with urban Rabies:

General requirements for travel (non-commercial movement):

• The maximum number of dogs, cats and ferrets which may accompany the owner or an authorized person during a single non-commercial movement shall not exceed 5 (five).

Exception: The maximum number of pet animals may exceed five if the following conditions are fulfilled:

• The non-commercial movement of pet animals is for the purpose of participating in competitions, exhibitions or sporting events or in training for such events and;
• the owner or the authorized person submits written evidence that the pet animals are registered either to attend an event referred to above, or with an association organizing such events and;
• The pet animals are more than six months old
• Pet animals shall be accompanied by its owner or an authorized person. Non-commercial movement of a pet animal can take place up to five days earlier or later than the movement of the owner if the movement of the pet animal constitutes part of the movement of the owner. In such a case, the owner or the authorized person shall submit written evidence on movement of the owner (i.e. boarding pass or ship tickets of the owner).

• Movement of pet animals does not have as its aim either the sale of or the transfer of ownership.

Commission Implementing Regulations (EU) 2024/1130 opens in a new tab and 2024/1170 opens in a new tab require dogs, cats and ferrets brought from Russia and Belarus to have undergone a rabies antibody titration test before being in troduced into the Union territory. The amendment concerns both commercial and non-commercial movements of dogs, cats and ferrets and will enter into force on 16 September 2024.

If a dog, cat or ferret travels from Estonia to Russia or Belarus and back to Estonia after 16 September 2024, pets must be tested for rabies antibodies before leaving the EU. The test result (0.5 units/ml or higher) must be entered in the EU pet passport. The laboratory test report must be attached to the EU pet passport. In this case, a waiting period of three months is not required and the animal can safely return to Estonia at any convenient time, but not later than the expiry of the anti-rabies vaccination.

When traveling to Northern Ireland, Malta, Ireland, Northern Ireland, Finland and Norway antiparasitic treatment in dogs against the tapeworm *Echinococcus multilocularis* is required. Antiparasitic treatment must be executed no later than 24 hours and not earlier than 120 hours before the scheduled entry to the above Member States. Antiparasitic treatment must be administered by a veterinarian using a medicinal product that contains a sufficient dosage of *praziquantel *or another appropriate licensed pharmacological preparation. The antiparasitic treatment data shall be verified in the respective part of the pet passport by the administering veterinarian.

Identification and microchip

Microchip (ISO compatible) Must be implanted on the same day or prior to the rabies vaccination.

Rabies and vaccinations

Dogs and cats must have a valid anti-rabies vaccination.

-The pet animal must be at least 12 weeks old at the date of vaccination. -The date of vaccination took place after implantation of or reading the number of the microchip.

-The validity period of the vaccination starts from establishment of the protective immunity but not later than in 21 days after primary vaccination and remains valid until the date the authorized veterinarian or of ficial veterinarian has stated in the pet passport.

Valid rabies vaccination required at least 21 days prior to entry into Estonia.

If arriving from a rabies risk country, there’s 30 days wait to arrange the blood testing followed with a 3 months wait before entry.

Tests and treatments

Anti-parasite treatment for dogs is not needed upon entering into Estonia from most countries.

EU health certificate:

Government endorsed – Issued within 10 days & valid for 10 days (non-commercial movement). The certificate must state details about the owner and the animal, number of the transponder or tattoo and rabies vaccination date, used vaccine and validity of the vaccination.

The certificate must be accompanied by the declaration of non-commercial movement signed by the owner of the animal or by a person authorized by the owner.

The entry of pets accompanying passengers for non-commercial purposes into Estonia from another EU member state is allowed through all border stations open for in ternational trafficking in which case supervision of such entry is executed by the Estonian Tax and Customs Board.

Export notes

All dogs, cats and ferrets leaving Estonia for another EU Member State should meet entry requirements for their destination country before leaving Estonia.

Other pets / CITES / extra rules

Required for CITES listed animals.

Other pets are: in vertebrates (except bees and bumble bees and molluscs and crustaceans), tropical ornamental Fish, amphibian (e.g. frogs and newts), reptiles (e.g. snakes, lizards, turtles, dragon lizards, chameleons), rodents and domestic rabbits, some bird species.

The EU has not yet implemented special requirements for non-commercial movement of pet animals other than dogs, cats or ferrets. The general requirement for Estonia is that the animals must be clinically healthy and their welfare requirements must be fulfilled during movement.

However, some states require a special permit or have other requirements for traveling with such animals. The requirements of the destination countries can usually be found on the homepages of the respective customs agencies from subdivisions of traveler in formation.
