Import requirements

Animals under ninety (90) days of age may enter a State Party when:

The veterinary authority of the exporting country certifies, in the applicable field of the CVI, that the animal's age is less than ninety (90) days, and

They have not been in contact with any case of urban rabies in the last ninety (90) days, based on a declaration from the owner and/or of ficial epidemiological in formation.

The female, if transported with her of fspring(s) younger than ninety (90) days old (detail the

date of birth, quantity and sex)

In the case where females are accompanied by at least one of their suckling of fspring, less than ninety (90) days old, it will be considered as a biological unit, and the mother's health must be certified. The CVI must mention the monitoring of the of fspring (date of birth, quantity, sex), in item 3 "Additional Information".

How to Bring your Dog or Cat to Brazil

There is no difference in veterinary requirements between commercial or personal purposes for importing dogs and cats.

Identification and microchip

Each State Party reserves the right to define the procedure for identifying animals. When an electronic identification system is used, the corresponding microchip (transponder) must comply with ISO 11784 and/or ISO 11785 standards. In addition, the anatomical region of microchip location must be specified in the CVI.

Rabies and vaccinations

Mandatory

The animals older than 90 (ninety) days of life shall enter already immunized against rabies by, in the country of vaccination, vaccines authorized by its Veterinary Authority.

In case of animals primo vaccinated against rabies, the exit from the exporting country shall be authorized after the 21 (twenty-one) days after the vaccine application.

The animals with less than 3 (three) months of age shall be authorized to enter a State Party when:

  • the Veterinary Authority of the exporting country certifies, in the corresponding field of the CVI, that the animal’s age is less than 90 (ninety) days; and
  • it has not been in any property where it was registered urban rabies over the last 90 (ninety) days, based on the declaration of the owner and/or of ficial epidemiological in formation.

All animals from ninety (90) days of age must enter vaccinated against rabies, having used, in the country of its application, vaccines authorized by the veterinary authority, which must be within their validity period.

When dealing with animals receiving their first rabies vaccination, shipment by the exporting country must be authorized once twenty-one (21) days have elapsed since the application of said vaccine.

Those animals that have not been revaccinated before the expiration of the current vaccine must be considered as having received their first vaccination.

Tests and treatments

No blood tests required.

The animals must undergo, within fifteen (15) days prior to the date of

issuance of the CVI, a broad-spectrum treatment against in ternal and external parasites, using veterinary products approved by the veterinary authority or competent authority of the exporting country and following the manufacturer's recommendations.

Health certificate and permits

The animals shall be followed by the original International Veterinary Certificate (CVI) issued by the Veterinary Authority of the Exporting country, in cluding all the veterinarian requirement.

The CVI (Health Certificate) will be valid for entering or returning to the Member States for a period of 60 (sixty) consecutive days, counted from the date of its issue. For this purpose, the anti-rabies vaccination certificate must be in force within the period of validity of the aforementioned International Veterinary Certificate.

In the CVI (Health Certificate) it must be in cluded data about the current immunizations against diseases which are not considered as mandatory. Furthermore, it must be in cluded the veterinary treatments applied to the animals over the last (3) three months.

the animal must be submitted, within the 10 (ten) days prior to the CVI (Health Certificate) issuing, to a clinical exam performed by a veterinary doctor registered in the exporting country, which attests that the animal is clinically healthy, without evidences of parasitosis, and that it is capable of being transferred to the destination State Party.

CERTIFICATION

Animals must enter, return, transit, or circulate through the Member States

supported by the original International Veterinary Certificate (IVC), issued by the veterinary authority of the

exporting country, certifying compliance with the animal health requirements contained in this

Resolution, and, if applicable, by the Model Certificate with Additional Requirements.

The IVC is valid for entry, return, transit, or circulation between the Member States

for a period of sixty (60) consecutive days, counted from the date of its issuance, provided that the

rabies vaccination certification is valid.

Personnel in volved at the point of entry/exit of a Member State must not retain the

original copy of the IVC, which must remain in the possession of the owner or person responsible.

The States Parties may authorize the entry of animals when they are covered by a passport that is valid in the territory of the country in which it was granted, issued or endorsed by the veterinary authority of the country of origin, which must contain all the data required in the CVI, if applicable, and must be accompanied by the of ficial Brazilian Certificate Model.

Quarantine

The entry of animals (dogs and cats) into Brazil generally does not require quarantine, provided that the sanitary documentation is up to date, especially the rabies vaccination. The main process in volves the issuance of the International Veterinary Certificate (CVI) in the country of origin, validated by the Ministry of Agriculture (MAPA) upon arrival.

The entry of birds into Brazil, especially imports of ornamental, production, or wild birds, is subject to strict biosecurity rules from the Ministry of Agriculture and Livestock (MAPA) to prevent diseases such as Avian Influenza. Quarantine is a mandatory process for most of these imports (HERE)

Restrictions and banned breeds

There is no single federal law prohibiting the entry of specific dog breeds into Brazil, but the country adopts strict restrictions based on state laws and safety regulations for breeds considered dangerous or large.

The main restrictions in clude:

Ban on Entry and Breeding: Minas Gerais has banned the entry and breeding of pitbulls, rottweilers, dobermans, fila brasileiro, and similar breeds.

Santa Catarina: Legislation (Law 14.204/2007, regulated in 2025) restricts circulation, prohibits commercialization, and requires the castration of pitbulls and derived breeds.

Federal Law No. 2,140/2011 mandates the use of muzzles and safety rules for handling large dogs or dogs considered dangerous in public places throughout the country. The breeds mentioned in clude:

There is no specific Brazilian legislation for the importation of cats, dogs and other pets, the Brazilian customs classifies them as goods.

Therefore, all imports of animals into Brazil are subject to the payment of federal and state taxes, except if the import falls under the baggage legislation (NORMATIVE INSTRUCTION RFB No. 1.059, OF AUGUST 02, 2010)

IMPORT WITHOUT TAX

  • Non-in cidence of taxes:

There is no in cidence of taxes, on the return to Brazil, of pets of travelers residing in Brazil. That is, travelers leaving Brazil with their pets can return to Brazil without paying taxes.

  • Tax free:

Residents abroad who enter Brazil to reside there permanently, and Brazilians who return to the country from abroad, after residing in the country for more than 1 (one) year, may enter the customs territory, with exemption from taxes. for the importation of domestic animals for non-commercial purposes

  • Notes for non-in cidence or tax exemption:

Pets must arrive in Brazil within a maximum of 6 months after the importer. If customs clearance is carried out before the importer arrives in Brazil, the baggage regime is automatically mischaracterized, and the importer must pay federal and state taxes.

IMPORT WITH TAX

  • Federal tax

Special Taxation System (Regime de Tributação Especial)

The Brazilian traveler, residing in Brazil, who returns to Brazil with one or more animals purchased abroad, will only pay 50% import tax on the market value of the animal(s) at origin, plus ICMS ( state tax).

Simplified Taxation Regime (Regime de Tributação Simplificado)

All imports, with or without commercial purposes, but which are not covered by the baggage legislation and which are not covered by the Simplified Tax Regime, must pay 60% import tax on the result of the sum between the total value of freight in the AWB and the total value of the animals (market value at origin).

*If the animal(s) is/are adult, or mixed breed, the Brazilian Customs will define the value of the animal(s) to calculate taxes.

  • State tax

ICMS

ICMS rates vary according to the state where the animals are being cleared, for example, in Sao Paulo and Rio de Janeiro the rates are 18%.

To calculate the ICMS just follow the formula below:

Total freight value in AWB + (Market) value of the animal(s) = Customs value

Customs value + import tax = ICMS calculation base

ICMS Calculation Basis / 0.82 * 18% = ICMS Value

If the import is cleared in another state, it is advisable to consult an IPATA agent.

Export notes

Dogs and cats leaving Brazil must have a licensed veterinarian from the Ministry of Agriculture, Livestock and Supply issue an International Veterinary Certificate (CVI) after seeing a health certificate from a licensed veterinarian. Pet owners should be prepared to submit both documents to the airline upon departure.

All documentation required for the destination country must be provided.

Other pets / CITES / extra rules

The entry of dogs and cats (that are not threatened wild species under CITES) follows the rules of the Ministry of Agriculture (MAPA), with the issuance of the International Veterinary Certificate (CVI) or Passport, not depending on a license from IBAMA.

If the pet is a bird, reptile, or exotic wild animal, the CITES/IBAMA rule applies (HERE)

For other species, it is necessary to consult the guidelines of the Ministry of Agriculture beforehand (HERE).

Animal Welfare Regulations

The of ficial veterinary in spection in GRU and VCP can only be carried out until 7 pm. Therefore, avoid flights with arrivals after 4 pm, otherwise the release may be delayed for the next day.

Clearance at GIG can be carried out 24 hours a day. However, at after hours, the release may take longer due to the low number of employees in the local authorities.
