Guidance on Inporting Dogs and Cats to EAEU

Requirements:

• Vaccination Records (rabies no less than 30 days and no more than 1 year old)
• APHIS 7001 for pets from USA (Intl health certificate issued by the exporting country government vets)

• Must be microchipped
• Pro forma in voice listing the value of the pets
• The animals should be transported in clean conveyances/crates/cages.

Note: Import duties and taxes are applicable to pets coming to Belarus. 30% of the declared customs value or Euro 4 / per gross kilo.

Travelers are limited to import a maximum total of five (5) pets (dogs and/or cats), without requiring additional special permissions or import quarantine restrictions.

Import of animals by residents of the customs territory of the Customs Union, is conducted in accordance to the order established by the Agreement, with or without payment of customs duties and taxes according to the weight and the cost of the animal.

Customs Union allows the import of dogs and cats transported for personal use in the amount of not more than five heads. They can be imported without a permit for import and quarantine, accompanied by an in ternational passport, which in this case is equal to the veterinary certificate, provided that it has got the code of competent authority for clinical examination within five days before sending.

Upon arrival in Belarus animals must be registered with the local veterinary authorities within one month from the date of arrival.

Identification and microchip

Pets must be microchipped with a ISO Compliant microchip that is 15 digits and non-encrypted before your pet receives their rabies vaccinations.

Rabies and vaccinations

All carnivores must be vaccinated No later than 14 days before the departure, unless they were vaccinated during the last 12 months (except when the period of immunity maintained by the vaccine against rabies of more than a year has not yet lapsed, or laboratory testing has confirmed that the immunity against rabies is at least 0.5 IU/ml).

If your pet must not resided in one of the countries that Belarus considers rabies-free or controlled for at least 6 months, or it will not be permitted to enter. Your pet must reside in an approved country for at least 6 months.

Dogs and Cats must be vaccinated for rabies between 30 days and 12 months of entering Berlus.

Dogs- must be vaccinated more than 20 days, and less than 12 months before travel, against the following diseases: - against rabies, canine distemper virus, hepatitis, viral enteritis, parvo- and adenoviral in fections, leptospirosis;

Cats- must be vaccinated against rabies and panleukopenia more than 20 days, and less than 12 months before travel.

Rabbits - must be vaccinated against myxomatosis, pasteurellosis and Rabbit Viral Hemorrhagic Disease, and also at the request of the authorized body of the country to which the importation (transfer) takes place, against other in fectious diseases.

Tests and treatments

A rabies titer test is not required for dogs and cats entering Belarus from any country. Although, Belarus does not require a rabies antibody test, it is still necessary if your pet's travel plans in clude Poland or Lithuania, as it is an in ternational pet travel requirement. Only certified laboratories have the right to conduct rabies antibody titration testing.

Cats- must undergo tests for dermatophytoses with samples processed at an approved.

Minks - undergo tests for Aleutian disease of mink.

Internal and external parasite treatments by a licensed veterinarian are required 5 days before your departure.

Pets are required to have a veterinary Health certificate endorsed by the eporting country’s governing athority, stating that the animals were examined within 5 days of travel.

Quarantine

Restrictions and banned breeds

Fur-bearing animals, rabbits, dogs, and cats are allowed to be imported into the customs territory of the customs union and (or) be transported between the countries only from the territories free from contagious animal diseases such as:

For all kinds of animals:

• viral encephalomyelitis of all types, trypanosomiasis - within the last 12 months on the territory of the country or administrative territory in accordance with regionalization.
• Siberian plague - within the last 20 days on the territory of the farm.

Upon arrival in Belarus, animals must be registered with the local veterinary services within one month of arrival. All animals require a Pet Passport, complete with necessary stamps proving the completion of all required vaccinations.

Your pet must pass a veterinary in spection at Russian and Belarusian border control. Inspectors require your pet's passport and the animal itself to confirm its state of health. With all the necessary documents, you will smoothly enter Belarus. It's to be noted that every animal entering Belarus needs to be registered with the local veterinary authorities within a month after arrival. Pet shipment regulations vary depending on the type of animal. Here are some requirements for animal transportation by car:

While crossing the border of Belarus, your pet should remain in the kennel and travel in the trunk of the vehicle.

Every car must have a first aid kit with both tranquilizers and regular medication for animals.

If you are planning to travel by train, it's recommended to check if there are any specific requirements for passengers traveling with pets beforehand. Most trains traveling between Russia and Belarus offer wagons for people with pets. Regardless of the wagon type, the pets must stay inside their kennels throughout the entire ride.

Airline pet rules differ among different airlines. Here are the requirements set by "Belavia" for pet transportation:

Prior approval from the airline is required for pet travel.

The animal must be kept in a special kennel made of durable materials with air vents and a leak-proof base.

Passengers are allowed to take pets with them into the cabin as hand luggage, with the pet kennel dimensions meeting the requirements for animal transportation and not exceeding the limits for hand luggage. The total weight, in cluding the kennel, shouldn't be more than 8 kilos.

Total weight of pets in the cargo section should not exceed 23 kilograms, in cluding the kennel.

In the territory of the Customs Union allows the import of dogs and cats transported for personal use in the amount of not more than two heads. They can be imported without a permit for import and quarantine, accompanied by an in ternational passport, which in this case is equal to the veterinary certificate, provided that it has got the code of competent authority for clinical examination within five days before sending. When importing from other countries, rearrangement from in ternational passport in the country of destination to veterinary accompanying document is not required

Pets under 3 months are granted an Exception when leaving Belarus to not need to be rabies vaccinated, however they should be microchipped and travel with a health certificate.

Other pets / CITES / extra rules

WILD ANIMALS AND ZOOLOGICAL COLLECTIONS Captive wild animals in cluded in the Red Book of Belarus or CITES examples, as well as zoological collections must be registered in the Ministry of Natural Resources and Environmental Protection. This is regulated by the Law of the Republic of Belarus “On wildlife”. To register wild animals, in dividuals and legal entities, as well as in dividual entrepreneurs must submit an application form, photographs of the wild animals and a documents proving legal possession to the Ministry of Natural Resources. The registration period is 14 days. Late registration of wild animals kept in captivity, entails administrative liability in accordance with the law of the Republic of Belarus. Almost the same procedure is required for the registration of zoological collections. The only difference is: to register a zoological collection the citizens shall only provide the application form to the Ministry of Natural Resources. The registration period of zoological collections is 1 month. Keeping in captivity unregistered wild animals subject to registration in accordance with the Law “On wildlife” is prohibited. In addition, unregistered wild animals can not be exhibited or exported from the territory of the Republic of Belarus as zoological collections and be subjects of transaction as zoological collections or their part.

EXOTIC ANIMALS Restrictions on import to Belarus are applied to animals subject to the Convention on in ternational trade of endangered wild fauna and flora species. The import of such animals must be authorized by the Ministry of Natural Resources and Environmental Protection of Belarus. In addition, the person meeting the to urist in Belarus must obtain a veterinary certificate for exotic animals from the head department of State Veterinary Inspection at the border and on transport. This certificate is presented to gether with the certificate specifying the vaccinations upon the import of animals. Thus, to import a monkey to Belarus from an African country, there should be an AIDS mark in the veterinary certificate and the health certificate.

FARM ANIMALS The quality of imported brood farm animals and their brood production is controlled by the Ministry of Agriculture and Food of the Republic of Belarus. One-time permissions to import brood farm animals and their brood production are issued provided that all veterinary and health requirements of Belarus are met, and supplying organizations are assigned to appropriate categories. Thus, imported animals must show a breed type, have a strong physique, have no defects and deficiencies of the exterior, as well as gene mutations. To get a one-time permission to import a farm animal, it is required to submit a statement in prescribed form to the Ministry of Agriculture and Food. It should in clude the name and address of the applicant (for legal entities), surname, first name, passport number (for in dividuals). It is necessary to in dicate the type, breed of the animal, show justification for import with reference to in applicable selected programs. It is also necessary to in dicate the number of brood animals, the country of export, the import target date, the designation and animal husbandry place. In addition, legal entities shall attach to the statement a copy of the contract on the supply of brood production, an in ternational veterinary certificate, as well as brood certificates or other documents proving the origin and productivity of the animals.
