Import requirements

Puppies and kittens under the age of 3 months may not enter New Caledonia from any country. If born and raised in French Polynesia, Wallis and Futuna, Vanutau, Australia or New Zealand, your puppy or kitten can enter New Caledonia if all other conditions are met.

Import only from approved countries free from rabies or where rabies risk is negligible. Import permit compulsory (even for animals arriving on yacht)

From non-free rabies countries: vaccination against rabies (V<12mand 6m At each stage of the pre-export preparation, dogs must be thoroughly examined for external parasites. If any ticks are found, or if the external parasite treatment is not repeated in accordance with manufacturer’s directions, then SIVAP must be in formed and the preparation must be started again.

Procedure for cats and dogs arriving on yachts Dogs and cats arriving on yachts in New Caledonia have to comply with the same requirements that the animals imported by Airplane. No dispensation will be allowed, no matter how long the yacht will stay in New Caledonia Any yachtsman who wants to visit New Caledonia with his animals has to comply with the following requirements: - Obligation to ask for an import permit, which template is available on the DAVAR Website; - Obligation to inform quarantine of the estimated date of arrival, as to ensure there will be room available at the quarantine station; - Obligation to have the veterinary health certificate filled. The different models according to the origin and countries where the animals have stopped are available on the DAVAR website. The certificate must be established in the last country visited. If the deadlines cannot be respected because of the duration of sailing, please contact quarantine.

Cats and dogs exported to New Caledonia must be accompanied by an of ficial assurance in the form of a zoosanitary or health certificate. Certificate must be completed and issued by an authorized person. In order to issue a zoosanitary certificate, the authorized person must be satisfied that: a)A permit to import the cats and dogs has been issued by the competent authority of New Caledonia. b) The proposed shipment otherwise meets the requirement

Clinical Examination/ Examen clinique within seven (7) days prior to export and found animal - to have a microchip identical to that appearing on the import permit- to be fit and healthy to travel;- free from clinical signs of in fectious or contagious disease;- and free from visible or palpable external parasites;- any entire male and female dogs in the consignment have been examined and have no lesions suggestive of canine transmissible venereal tumor (sticker tumor). After due enquiry, the veterinarian is satisfied any non-spayed females in the consignment are not more than three (3) weeks pregnant nor suckling young on the day of the clinical examination. Proper pages must be stamped / endorsed and signed by veterinarian and authority.

In addition, all other requirements must be met depending on export country..

Import Requirements

Follow import guidelines.

Certain Rabies free areas fall under a special set of requirements. If a yacht with a pet aboard has been in a country that has rabies within the past 6 months, it will not be allowed to enter. Also, a titre is required from non-free (controlled) countries.

Health exam within 7 days of export. Give advance notification to the quarantine division prior to your arrival. They will provide you with the proper time frame and how to book pet’s quarantine.

Identification and microchip

Yes – required. Veterinarian must scan the animals and confirm that the animals have been identified by a microchip or a tattoo identical to that appearing on the import permit. Make sure to in clude site of microchip or tattoo.

Rabies and vaccinations

New Caledonia is free of dog rabies. Rabies vaccination is not practiced in NC, except to prepare cats and dogs for export in countries requesting this vaccination. Only in activated vaccines for rabies are allowed to be imported into NC. Imports of vaccines are controlled (Administrative Import authorization signed by SIVAP requested before arrival).

Any animal which has come by air or sea from a country where rabies is present within 6 months is not allowed to come to New Caledonia; Any animal must have been vaccinated against rabies (in activated virus vaccine or recombinant vaccine expressing the rabies virus glycoprotein) for more than 6 months in case of a primary vaccination and less than twelve months and must have been submitted, with positive results (≥0,5UI/mL) to rabies neutralizing antibody titre test for more than 3 months and less than 24 months (except if they have spent the last 6 months in Australia, Fiji, French Polynesia, New-Zealand, Vanuatu and Wallis and Futuna).

Pet must be fully vaccinated, according to the recommendation of the manufacturer. The final in jection of the primary course or the booster vaccination have been given at least 14 days before the date of export.

General vaccination requirements (1)In regard to the general vaccination requirements: a)Fully vaccinated means the animal(s) has either received the final dose of a primary vaccination course or the booster to compliment the primary course in any required timeframes and the duration of immunity is continuous until the scheduled time of export. b) Manufacturer’s in structions or recommendations refers to the administration of the vaccine at the age and frequency that is recommended by the manufacturer to achieve protection. The clinical veterinarian should refer to the manufacturer, as well as current national and in ternational vaccine guidelines, to determine the frequency of vaccinations. c)The vaccination requirements are considered satisfied if: i)the animal’s microchip(s) is verified at the time of vaccine administration, ii)the animal is the age recommended by the manufacturer when receiving the vaccine, iii)the vaccines have not expired at the time of administration. That is, vaccines can be used up until and in cluding on their expiry date, but not after, iv)the protection (duration of immunity) is current at the scheduled time of export.

d) The vaccine’s duration of immunity or next vaccine due date should be determined by the clinical veterinarian administering the vaccine and recorded on the vaccine record. The duration of immunity should not be longer than the manufacturer’s recommendations. i) If the vaccine is not administered before or on the due date, then it is considered to have lapsed. ii) If a vaccine’s duration of immunity lapses, a clinical veterinarian should determine whether a primary vaccination course should be repeated, or just a booster, but this should align with the manufacturer’s in structions.

(2)In addition to the general vaccination requirements, regarding clause 4, the final vaccination of an in itial vaccination series or the most recent booster vaccination must have been given at least 14 days but not more than 12 months prior to the scheduled date of export.

The following diseases are to be in cluded in the vaccinations but are subject to requirements stated on the import permit. In the case of any discrepancies between the import permit and this guidance document in relation to vaccinations, the import permit takes precedence and is to be followed.

Tests and treatments

Ehrlichia canis - Must use an in direct fluorescent antibody test (IFAT) at a dilution of 1:40 on a blood sample collected within 45 days before export and at least 21 days after a compliant external parasite treatment has been applied. Dogs with a positive result to the test for ehrlichiosis were treated with doxycycline 10mg/Kg for 21 consecutive days, within 45 days prior to export or twice with a dose of imidocarb dipropionate at a rate of 2.125 mg/kg by subcutaneous in jection, the first treatment was given in the 45 days prior to the date of export and at least 2 weeks before the second treatment.3

Leptospira in terrogans (serovars canicola and icterohaemorragie) - Must use a microscopic agglutination test (MAT) on a sample collected within 45 days prior to export with a negative result (less than 50% agglutination at a serum dilution of 1:100) They were tested for leptospirosis5by a microscopic agglutination test on a sample collected within 45days prior to export with negative result (less than 50% agglutination at a serum dilution of 1:100).If the result is above 1:100 but under 1:800, the dogs were tested again more than 14 days after the first test and the second test was less than 1:800. Dogs with a positive result to the test were treated with doxycycline 10mg/Kg for 21 consecutive days, within 45 days prior to export3

Leishmaniosis (Leishmania in fantum) - Must use an in direct fluorescent antibody test (IFAT) or an Enzyme-Linked Immunosorbent Assay (ELISA) on a sample collected within 45 days prior to export with a negative result. After due enquiry, the dogs were born overseas and/or imported and were tested for Leishmaniosis (Leishmania in fantum) by the in direct fluorescent antibody test or ELISA, on a sample collected within 45 days before export, with negative results. Dogs with a positive result are not eligible for export.

Tested with negative results for canine babesiosis (Babesia canis andBabesia gibsoni) with immune fluorescent assay, ELISA or PCR test on a sample collected within 45 days before export and at least 21 days after a compliant external parasite treatment has been applied as per 10.2. Dogs with a positive result to the test for Babesia canis were treated within 45 days prior to export, with a dose of imidocarb dipropionate at a rate of 2.125 mg/kg by subcutaneous in jection. Dogs with a positive result to B. gibsoni are not eligible for the export.

Titre Test - Any animal which has come by air or sea from a country where rabies is present within 6 months is not allowed to come to New Caledonia; Any animal must have been vaccinated against rabies (in activated virus vaccine or recombinant vaccine expressing the rabies virus glycoprotein) for more than 6 months in case of a primary vaccination and less than twelve months and must have been submitted, with positive results (≥0,5UI/mL) to rabies neutralizing antibody titre test for more than 3 months and less than 24 months (except if they have spent the last 6 months in Australia, Fiji, French Polynesia, New-Zealand, Vanuatu and Wallis and Futuna).

Within the forty-five (45)days of export, the dog(s) was treated twice with approved anthelmintics effective against nematodes and cestodes in cluding Echinococcus sp.

The second treatment was given at least two (2) weeks after the first treatment, and within the seven (7) days prior to the date of export.

The dog(s) was treated for external parasites with a long acting parasiticide effective against ticks and fleas, starting at least twenty-one (21) days before blood collection for Ehrlichia canistesting. The treatment must be repeated in accordance with manufacturer’s directions, in order to keep the animal continuously protected until export.

Health certificate and permits

For validity the pet must have a veterinary health certificate from the last country visited. Health certificate must be completed by the Official Veterinarian of the Government. Australia and New Zealand have specific health certificates for NC. Please check with Government of export country for your country’s in dividual export certificate. The animal must be fully vaccinated according to the recommendation of the manufacturer. The final in jection of the primary course or the booster vaccination have been given at least fourteen (14) days before the date of export. Clearance is only possible at the Visitors Wharf of Port Moselle Marina or Port du Sud Marina. You must fly the yellow Quarantine flag and the French courtesy flag on entering New Caledonia waters. The yellow flag must stay aloft until after you have finished all formalities.

Yachts must also follow a special protocol.

All laboratory tests must be conducted by diagnostic laboratories approved by the competent authority of the exporting country. The animal identification (by microchip) is reported on each laboratory report. The laboratory reports are attached to the of ficial veterinary certificate.

It should be noted that although the cats and dogs may comply with these requirements and be given an of ficial assurance (by way of a certificate), the importing country ultimately retains control over what cats and dogs it clears for entry.

Pets may be euthanized if they do not meet and fulfill import requirements.
