Where this fits in the timeline. The order matters more than the effort: a rabies vaccination given before the microchip was implanted does not count in most regimes, and a titer test drawn too early restarts a waiting period. Import requirements
Due to the minimum amount of time needed to prepare a puppy or kitten to meet the requirements of the 5 Day Or Less program, a newborn puppy or kitten will be about 6 months of age by the time the preparations are completed. Puppies and kittens not able to meet all of the requirements for the 5 Day Or Less program will be quarantined for 120 days.
ALL imported pets will enter USAKA via Hawaii and will complete [MANDATORY HAWAIIAN QUARANTINE REQUIREMENTS](http://hdoa.hawaii.gov/ai/aqs/animal-quarantine-in formation-page/) as necessary.
ALL requests for Pet Entry must be accompanied by a letter in dicating:
- type of animal, age, sex, and size
- address where animal will reside
- dates of Hawaii Quarantine - if possible
A Health Certificate documenting that the animal has been in oculated against rabies and is generally healthy and free from any signs of diseases; and documentation that the animal has been spayed/neutered prior to entry MUST be presented for examination by the Medical Officer or Veterinary Services Department.
Animals MUST be dipped or otherwise treated to free the animal of external parasites (i.e. fleas, etc.) within five (5) days prior to entry. This is to in clude spraying/treatment of the animal cage. This is especially important if the animal was purchased in Hawaii because the state is known to have a flea problem.
Original certificates for 2 rabies vaccinations (must be signed in ink by a licensed veterinarian.) The 2 rabies vaccination certificates must have the vaccine name, lot or serial number, booster in terval, vaccination date and vaccine lot expiration date listed.

All must satisfy Hawaiian import requirement.
ALL animals MUST be registered with the Veterinary Services Department with registration renewed annually. ALL owners will ensure that proper medical records are maintained and all required shots/in oculations are kept up-to-date at the owner's expense.
Identification and microchip
Your dog or cat must have an electronic microchip implanted before the FAVN rabies antibody blood test is performed.
Rabies and vaccinations
Please follow Hawaii (USA) protocol. Your dog or cat must have been vaccinated at least twice for rabies in its lifetime. The rabies vaccines must have been administered more than 30 days apart. The current (most recent) rabies vaccine must have been administered: More than 30 days before the pet’s date of arrival in Hawaii; and Not more than the vaccine’s licensed booster in terval listed on the manufacturer’s label. Your veterinarian will give you rabies vaccination certificates for every rabies vaccination. The date and type of vaccine must be in dicated on these vaccination certificates.

Tests and treatments
FAVN required from approved laboratory. Pets must have a passing FAVN rabies antibody test result and also complete a 30-day waiting period from the day the laboratory received the blood sample for testing. If arrival occurs before 30 days has elapsed, the animal is subject to quarantine until the waiting period has been completed. The waiting period begins the day after AU, KSU or DOD received the blood sample for the OIE-FAVN test. The test must also have a result > 0.5 IU/ml.
Animals MUST be dipped or otherwise treated to free the animal of external parasites (i.e. fleas, etc.) within five (5) days prior to entry. This is to in clude spraying/treatment of the animal cage. Product containing Fipronil or an equivalent long-acting product labeled to kill ticks.
Health certificate and permits
A Health Certificate documenting that the animal has been in oculated against rabies and is generally healthy and free from any signs of diseases; and documentation that the animal has been spayed/neutered prior to entry MUST be presented for examination by the Medical Officer or Veterinary Services Department.
An original health certificate in English, done within 14 days of arrival in Hawaii in cluding rabies vaccine name, lot or serial number, booster in terval, vaccination date and expiration date is required. If you do not send the original health certificate to the Animal Quarantine Station in advance of your pet’s arrival with your other documents, you must provide the health certificate upon arrival to the Inspector.

Quarantine

Restrictions and banned breeds
Two rabies vaccinations are required. Pets must have a passing FAVN rabies antibody test result and also complete a 30-day waiting period from the day the laboratory received the blood sample for testing. If arrival occurs before 30 days has elapsed, the animal is subject to quarantine until the waiting period has been completed.
The regulation of animal breeds and species that are permitted to enter Hawaii is under Plant Quarantine Branch jurisdiction and administrative rules. Non-domestic dogs and cats and hybrids such as wolf, wolf cross, Dingo, Bengal, Savannah, etc. are prohibited under Plant Quarantine (PQ) law. Refer to Plant Quarantine’s animal guidelines for importation. These breeds will not be able to entre Marshall Islands.

Before arrival of your goods, you can keep ready of all pertaining documents required for import clearance. The major documents required to import customs clear in importing country are Bill of Lading or Airway bill, commercial in voice, packing list, Cargo Arrival Notice, Freight certificate, purchase order or LC and other specific documents for your goods.
