Applying for an Import Permit (documents you’ll need):

• Import Application
• $65 fee per pet (cashiers check or money order) sent with application)

• Rabies Vaccination Certificates (Proof of 2 Rabies Vaccinations. One must be the current vaccination and one prior shot)
• FAVN Results (original copy will be sent to Guam directly from KSU or EU-approved Lab – you can get a copy from your veterinarian)

• Titer result of at least 0.5 I.U to 0.99 I.U. = your pet can enter Guam but must complete the balance of the 120-day quarantine in a facility/kennel

• Titer result of 1.0 I.U.+ = your pet is eligible to enter Guam early and apply for Home Quarantine to complete the 120-day quarantine. Home quarantine is only for pets originating in the United States or US military in stallations.

• Proof of updated vaccinations in cluding Leptospirosis and your pet should get a Bordetella shot because your pet will be kenneled in Hawaii and upon arrival at Guam.
• Confirmation from your Quarantine kennel (email copy is fine)

• Copy of your confirmed flights / itinerary (available approx. 30 days prior to departure)
• Copy of the Health Certificate (within 10 days of flight)

Guam’s Department of Agriculture will issue the Import Permit with a number just prior to entry. The number needs to be available to us prior to your departure (we don’t need to see the physical permit – an email will suffice) and the permit will be copied or forwarded to your Quarantine Kennel for their use in clearing your pet.

Pets must enter Guam via Antonio B. Won Pat International Airport.

All domestic dogs and cats must be free of evidence of disease communicable to humans when examined at the entry airport. If your dog or cat is not in apparent good health, further examination by a licensed veterinarian may be required at your expense.

If the pet is not arriving from an exempt country or area and if the pet fails to pass or complete the FAVN testing and other requirements it will have to complete 120-days of commercial quarantine on Guam. There are no other options of exceptions.

Quarantine may NOT be required for importation on a direct flight from exempt areas after meeting shipping and veterinary examination requirements:

An affidavit is required stating that the dog was in the rabies free country for the 4 months immediately preceding the date of shipment and the pet has not been vaccinated with a modified live rabies virus during that same 4 month period. The affidavit is usually provided by a USDA accredited or Military Veterinarian.

Note that SERVICE ANIMALS must meet all of the import / quarantine requirements.

Please contact this department for more in formation. The quarantine kennel will meet you at the door of the aircraft upon arrival to receive your pet and perform the import process.

Transiting Guam - These pets need to obtain a Transit Permit from our office. There is no charge for this permit, but if you fail to obtain one it is likely to result in an expensive quarantine stay when that might have been avoided. All pets whose transit is longer than 4 hours must be kenneled at a quarantine facility.

Identification and microchip

All dogs and cats attempting to qualify for something other than the full 120-day commercial quarantine program are required to have an electronic microchip implanted by a veterinarian. The microchip must be U.S made and readable with an AVID universal scanner (Avid, Homeagain). Your pet must first have a valid microchip before any vaccinations, so all vaccinations will reference your pet’s microchip number.

Rabies and vaccinations

Your pet must first have a valid microchip before any vaccinations, so all vaccinations will reference your pet’s chip number. All cats and dogs must have been vaccinated for rabies at least twice in their lifetime.

If this is your pet’s first shot, your pet will need a second rabies vaccination no sooner than 30 days later (Guam’s Import Permit requires proof of 2 previous consecutive rabies shots both administered prior to their expiration and the second one being current).

The first rabies vaccination must be done after your dog or cat is over 3 months of age.

The second rabies vaccination must be administered no less than 30 days after the first vaccination and not more than 12 months prior to arrival if a 1-year vaccine was administered, or no more than 36 months prior to arrival if a 3-year vaccine was administered. Your pet requires certification of a current rabies vaccination with an approved monovalent in activated rabies vaccine administered no more than 365 days prior to the pet’s release from quarantine in Guam (36 months if vaccinated with an approved 3-year vaccine). Do not vaccinate your pet for rabies after blood is drawn for the FAVN test. The use of a modified live rabies vaccine is discouraged and can require quarantine periods for as long as 6 months if a live vaccine is administered. Any subsequent rabies vaccination shall be administered no less than 30 days following the previous vaccination and not more than 365 days (36 months if vaccinated with an approved 3-year vaccine) prior to release from quarantine.

A document attesting to the administering of the vaccinations must in clude the name and address of the pet owner, name and description of the animal (in dicating its age, sex, breed, color, body weight, and markings), dates of vaccinations, (rabies certificates must in clude: manufacturer, serial/lot number, discard and expiration(duration) dates of the vaccine) and certified with a full first and last printed name, clinic address, license number, and legible signature of veterinarian who administered the vaccinations. Health Certificates or other documents cannot be substituted for the actual Rabies Vaccination Certificates (copies are acceptable).

All dogs entering Guam from countries classified as high risk of rabies by the United States are subject to the new CDC import requirements that became effective August, 2024.They in clude:

• Dogs must be at least 6 months of age
• CDC Dog Import Form
• Certification of Foreign-Based Rabies Vaccination and Microchip form

Foreign vaccinated animals arriving from a high-risk rabies area will also be required to be revaccinated for rabies prior to release from quarantine in Guam.

Your pet must first have a valid microchip before any vaccinations, so all vaccinations will reference your pet’s chip number. Dogs must be vaccinated between 10 days and 12 months of entering Guam for the following diseases:

Leptospirosis

Parainfluenza

Parvovirus

Bordetella*

Cats must be vaccinated between 10 days and 12 months of entering Guam for the following diseases:

Viral Rhinotracheitis

Calicivirus

Panleukopenia

Chlamydia

*Your pet will need a Bordetella shot because your pet will be kenneled in Hawaii and upon arrival at Guam.

For these vaccinations, the attending veterinarian must sign a letter or other document that details the date and types of vaccinations administered.

Tests and treatments

A rabies titer blood test (requiring 1 to 0.3 ml of serum) is required prior to arrival as the first step to qualifying for the 0-5 days quarantine program. The testing Laboratory must submit the test results directly to the Animal Quarantine Program at the Department of Agriculture at 163 Dairy Road, Mangilao, Guam 96913. FAVN test must be conducted no more than 12 months prior to arrival in Guam. A result of 0.5 I.U of rabies antibodies or greater per millimeter of blood is required (1.0 I.U is required for Home Quarantine). When updating rabies vaccinations prior to conducting the FAVN testing, you should wait at least 10 days before drawing blood sample. DO NOT ADMINISTER FURTHER RABIES VACCINATIONS AFTER THE BLOOD IS DRAWN FOR THE FAVN TEST.

The day that the laboratory receives the FAVN sample counts as the first day for the 120-day countdown.

To be considered valid, the test results must in clude the number of the implanted microchip and a complete description of the animal (sex, breed, age, color, any visible unique identifying characteristics). Kansas States University Laboratory is an authorized lab. EU-approved labs are also acceptable. The laboratory must provide the results directly to your veterinarian and this Department by facsimile, email, or traditional postal mail. Your pet will not be released from Quarantine in Guam until results have been received by the Dept. of Agriculture. If your pet passes the pre arrival FAVN test and completed the 120-day wait and all other requirements are met, your pet will then be considered as having met the prequalification requirements for the Calculated Quarantine.

NOTE: US Military Personnel can use Military Vets (any USA Base in any country) for the FAVN test, and the testing lab through the Dept of Defense is acceptable (Ft Sam Houston).

Must be treated for ticks and fleas not more than 14 days prior to arrival in Guam.

Dogs should be tested for heartworms.

Health certificate and permits

Within 10 days of arrival in Guam, your pet must have a health certificate written in English stating it’s healthy to fly. The certificate must in clude the microchip number and the date of implantation, the name of the rabies vaccination, the lot or serial number, expiration date of the lot, and the date the rabies vaccination was administered.

The certificate must bear an original or stamped signature with a legible name, address and a telephone number of an accredited veterinarian. The original health certificate must travel with the pet.

The health certificate must contain the following in formation:

A complete description of the animal, in cluding age, markings, sex, breed, body weight, and any additional identifying characteristics. “Mixed” or similar wording is not acceptable for breed. Please in dicate the nearest approximate breed.

Veterinarian’s statement certifying the following: 1) If determined to be so affected, the animal has been treated to remove in ternal (helminths and heartworms) and external parasites (fleas and ticks) within 14 days of arrival on Guam. 2) The date of any parasite treatment. 3) The name of the product(s) used and how applied.

Certification that the animal is free of any evidence of in fectious or contagious disease (to in clude heartworm testing/treatment in formation).

Certification by the issuing veterinarian to the accuracy of the in formation stated on the health certificate.

The microchip number and the date of implantation (not required for 120-day Commercial Quarantine).

The name, serial or lot number, expiration date of the lot, and date of rabies vaccination must appear on the health certificate.

Pet owners or their authorized representative(s) (authorization letter must accompany application) must apply for an Application for Entry permit. The Department of Agriculture recommends sending documents 3-4 months prior to arrival to ensure there is enough time for review. Also, keep in mind that all original documents will need to travel with your pet to Guam so you will need to allow time for the return of the documents.

Original signature or carbon copies of rabies vaccination certificates for the two most recent rabies vaccinations must be sent with an application for entry permit to the Department of Agriculture.

If you send documents by mail, send them with a return receipt to verify delivery, or by another overnight carrier that provides tracking.

Guam’s Department of Agriculture will issue the Import Permit with a number just prior to entry. The number needs to be available to shipper prior to pet’s departure and the permit will be copied or forwarded to your Quarantine Kennel for their use in clearing your pet.

You must provide the health certificate and all the original documents upon arrival in Guam. Failure to bring the original health certificate and rabies certificates (photocopies not acceptable), will prevent your pet from being released.

Keep copies of the necessary documents (health certificate, rabies vaccination records, and blood test results) to accompany your pet as backup.

AFFIDAVIT FOR EXPORT

Pet owners with animals originating directly from a designated rabies-free area ( British Isles, Australia, New Zealand, Japan, and Hawaii) must submit an affidavit for export or certificate of origin. The affidavit certifies that the dog or cat was not outside the area of origin during the 4-month period immediately preceding the date of shipment. In addition, the affidavit shall certify that the animal has not been vaccinated with a modified live rabies virus vaccine during the 4 months immediately prior to the date of shipment. Affidavits of this nature are generally issued by a government entity (i.e. state or National Department of Agriculture veterinarian or U.S. Army veterinarian) in the jurisdiction of origin.

Quarantine

All of the aforementioned steps must be completed, and your pet must have a Rabies FAVN blood test result of at least 0.5 IU/ml and less than 1.0 IU/ml in order for your pet to qualify for calculated quarantine.

Calculated quarantine means if the full 120-day period is not completed prior to arrival in Guam, your pet will serve the difference in the quarantine facility upon arrival.

Home Quarantine for Pets in Guam

Home quarantine for 120 days upon arrival is ONLY allowed for pets coming from the United States or an overseas United States military in stallation if all below requirements are completed and the Rabies FAVN blood test result is at least 1.0 IU/ml.

Animals requiring quarantine in Guam must attach evidence of confirmed reservations at a government approved quarantine facility with the Entry Permit packet.

Post-Arrival Health Examination

• Any dog or cat eligible for less than 120 days of quarantine shall be transported directly to a commercial quarantine facility where a post-arrival examination by the Territorial Veterinarian or a licensed veterinarian approved by the Director must be completed. This same examination must be completed for all dogs and cats arriving from EXEMPT AREAS too, but that examination shall be arranged and completed by the owner/agent within 72- hours of pet arrival, and any veterinarian licensed on Guam can complete this examination. No animal can be sold until this examination and any required treatments have been completed. Failure to comply can result in the full 120-day quarantine at the owner’s expense.
• The veterinarian responsible for the post-examination must submit a health examination certificate to the department verifying the health of the dog or the cat and provide his/her recommendations for the animal’s early release or continued quarantine status as deemed necessary. The examination certificate along with the attending veterinarian’s recommendation must be submitted to the Department of Agriculture prior to approval and release of any dog or cat. A certificate of completion must be obtained from the department prior to release.
• The post-arrival examining veterinarian may require quarantine for observation for animals that show signs of illness or disease during the examination.

Restrictions and banned breeds

Guam is a tropical island with high temperatures and humidity throughout the year. The Department recommends that pets that are very old, very young (not less than 9 weeks if coming from exempt areas), chronically ill or debilitated, or pets that experience difficulty in hot climates, not be imported into Guam.

There are no banned dog or cat breeds at this time.

Other vertebrates such as skunks, wolves, raccoons, ferrets are not covered and are generally prohibited from entry.

Rabbits must be spayed/neutered prior to import.

Pregnant animals past 45 days of gestation, are prohibited entry into quarantine.

All dogs entering Guam from countries classified as high risk of rabies by the United States are subject to the new CDC import requirements that became effective August, 2024.Foreign vaccinated animals arriving from a high-risk rabies area will also be required to be revaccinated for rabies prior to release from quarantine in Guam.

Other pets / CITES / extra rules

If your pet is not a dog or cat, and especially if it is a turtle or parrot, you should verify that it is not protected under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). You will need to apply for additional permits if this is the case.
